I am using Intel P4 32 bit…. am I able to use it or not…???

Remember that these are *minimum* requirements. The requirements for acceptable performance are higher.
Well, ‘acceptable’ performance will vary from person to person, and with their specific work flow needs.
Not everyone needs to open huge, multilayered files, or do big panos for example.
That said, more RAM is always a plus!
for the processor required, Adobe states the Intel® Pentium® 4 or AMD Athlon® 64 processors. I have a Dell Inspiron E1705 laptop with an Intel Core Duo CPU T2250 @ 1.73GHz 1.73 GHz, 1GB RAM, 32-bit Windows 7 Ultimate Operating System. Will Photoshop CS5 extended work on my computer?
Those are Adobe’s minimum req.
You should be ok with newer faster CPU’s

My reading of things says, yes.
This is assuming that you are running one of the OS’s listed and have sufficient RAM
